Summary	Sirhan Sirhan's lawyers have claimed that he was a victim of a CIA mind control program, possibly MKUltra, and that he was hypnotically programmed to shoot Kennedy. They argue that a girl in a polka-dot dress triggered him into a 'range mode' and that a second gunman fired the fatal shot.
Origin	This theory was advanced in legal filings by Sirhan's attorney William F. Pepper, based on interviews with Sirhan under hypnosis, around 2011.
Claimed	Sirhan was hypno-programmed to act as a diversion while a second gunman killed Kennedy. A girl in a polka-dot dress gave him a cue that put him in 'range mode,' making him believe he was at a firing range. The CIA used mind control techniques in the 1960s, and Sirhan was a victim of such a project.
